Bio

Stephen coordinates support for and advises on copyright, fair use, information policy, and related scholarly communications activities on Penn’s campus. Before coming to Penn, Stephen served as Associate Director for Research and Copyright Services at the University of Georgia Alexander Campbell King Law Library. At UGA, he provided advice, analysis, and education on copyright law, open access, open licensing, and open educational resources, while also leading a team of librarians to provide complex research support for the faculty, staff, and students. He also taught courses on Advanced Legal Research and Legal Research and Analysis to University of Georgia School of Law students and courses on copyright, privacy, and first amendment law to University of Georgia undergraduate students.

Stephen holds a J.D. from the Ohio State University Moritz College of Law, a Master of Science in Information Studies from the University of Texas at Austin, and a Bachelor of Arts in Political Science from the Ohio State University.
