The Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled is an international treaty that was adopted in 2013 with the goal of creating a mandatory copyright exception for the benefit of people who are blind, visually impaired, or otherwise print disabled. In this session, Carrie Russell, Director for the Program on Public Access to Information for the American Library Association's Washington Office, will explore how international treaties related to copyright are negotiated and then become law in the US, tracing the players and stakeholders through the entire process as an example how the government works.
